ORDER
As per the Government Order read as V paper above, qualifications for the post of teachers in Government and Aided Schools were unified. One of the essential qualification for a person to become eligible for appointment as a teacher in any of the Schools referred to clause (n) of Section 2 of the RTE Act is that the appointee should pass Teacher's Eligibility Test (TET) which will be conducted by the appropriate Government authority. In accordance with the RIE Rules 2011, notified as per the Government Order read as 2 paper above, it is the academic responsibility of the Government to ensure that a teacher appointee should possess minimum qualifications for the post, including TEL based on the norms and standards laid down by the National Council for Teacher Edueation(NCTE).
As per the Government Order read as 3d paper above, Government have inter alia decided to make TET mandatory for the appointment of all teachers in Lower Primary/Upper Primary /1-ugh Schools. Subsequent to this, State Council of Educational Research and 1'raining (SCERT) was entrusted for conducting K-TET from the year 2012-13 onwards, as per the Government Order read as 4th paper above. 1-lowever, considering the dearth oF such eligible candidates, the teachers who have appointed in Aided Schools w.e.f 01-06-2012, but not having K-TET, the time limit was extended upto 2018 for acquiring the Qualification. Candidates who have qualiFied CTET/NET/SE'17M.Phil/Ph.I) in the respective subjects are exempted from acquiring 'l'EL As per the letter read as paper above the Secretary, Kerala Public Service Commission has requested to forward a proposal to incorporate TET as a mandatory qualification for the appointment of various categories of teachers and to amend special rules accordingly.
On examining the matter in detail, Government are pleased to order that in addition to the prescribed qualifications for the appointment of various categories of teachers (Lower Primary School Assistant / Upper Primary School Assistant / I-ugh School Assistant /Language Teacher/Specialist Teacher) in Government Schools, KTET is also included as a mandatory qualification similar to that of their counterparts
in Aided SchQols. Candida"tes who have qualified CTET/NET/S13T/M.Phil/Ph.D in the respective subjects are exempted from acquiring lET. M.Phil in the concerned subject be the one awarded by any of the Universities in Kerala or recognised as equivalent by any Of the Universities in Kerala.
