DISTRICT COLLECTOR – ROLE & RESPONSIBILITIES

1. The District Collector is the Chairperson of the Examination Committee in the district, for the conduct of the Tamil Nadu Teacher Eligibility Test (TNTET-2025) Paper-I and Paper-II scheduled on 15.11.2025 & 16.11.202Page 1 of 525.

2. To conduct coordination meetings and training of all officers & concerned staff for proper co-ordination & training to conduct

Tamil Nadu Teacher Eligibility Test (TNTET Paper I / TNTET Paper II- 2025) on 10.11.2025

3. To ensure proper receipt, storage of confidential materials and prompt distribution to the centres. To ensure Proper deployment, management, secrecy and Integrity of the process.

4. To ensure the smooth conduct of the Examination in all centres of the district concerned.

5. Collection and despatch of all confidential bundles and OMR Answer Sheets with adequate security, integrity and secrecy.

6. The District Collector should deploy adequate staff as moving and supervision parties to ensure complaint-free conduct of the examination.

7. Ensure preparedness of all centres for Examination by 8.00 a.m. 8. Visit personally to verify all arrangements for the conduct of the Examination.

SUPERINTENDENT OF POLICE – ROLE & RESPONSIBILITY

1. Providing necessary police protection for Confidential material custodian points from the date of receipt of question paper bundles till the despatch of Confidential material from custodian points.

2. Providing police protection for all the examination centres on the day of examination with appropriate security and Law & Order arrangements.

3. As frisking has to be done for all the candidates, provide police personnel (male and female) with necessary materials to all the examination centres.

4. As the reporting time for the candidates is 8.30 a.m. on the day of examination, instruct the police personnel deputed for frisking to be present before 8.00 a.m. on the day of examination at the examination centres allotted to them. The candidates should not be allowed to enter the gate after 9.30 a.m.

5. Vigil on Mischief makers and Rumour Mongers in advance. 6. To Co-ordinate with District Collector and Chief Educational Officer and provide police protection to the vehicles transporting confidential papers and other materials from custodian point to examination centres and police protection to the vehicles transporting the answer sheet bundles and other materials to the custodian points after the examination. III. CHIEF EDUCATIONAL OFFICERS AND OTHER INSPECTING OFFICERS

ROLE AND RESPONSIBILITY

The Chief Educational Officer of each Revenue District is the Member Secretary of the Exam Committee and In-charge for conducting Tamil Nadu Teacher Eligibility Test (TNTET Paper I / TNTET Paper II-2025). The Chief Educational Officer has to ensure the following arrangements before the commencement of the Examination.

1. The Chief Educational Officer should coordinate with District Collector and District Police Officials for all Assistance required including Police protection for Question Paper Custodian Points, all Examination Centers, Safe Transport of confidential material from custodian point to exam centre before and after examination.

District co-ordination meeting has to be arranged in advance with all the department officers involved for smooth conduct of the Examination.

2. The pre-visit of custodian point under the control of CEOs is compulsory and a report has to be submitted to TRB on 07.11.2025 (Annexure -I) 3. For each Revenue District only one custodian point is permitted. District Educational Officer is appointed as custodian and Government Higher Secondary School Head Master or Government High School Head Master to be appointed as additional custodians.

4. Make necessary arrangements at the custodian points including sufficient double lock almirah for well-protected storage of materials, CCTV camera arrangements with recording facilities, uninterrupted power supply should also be ensured.

5. The CEO should ensure uninterrupted CCTV recording and should be handed over to the TRB while handing over the confidential bundles after completion of TNTET Paper II Examination.

6. Necessary vehicle arrangements have to be made for transporting the Question Papers and OMR Answer sheets .

7. Route Maps have to be prepared in co-ordination with District Educational Officer for distribution of Question Paper bundles and OMR Answer Sheets with Police protection and teams for the same have to be organized. This should be confidentially briefed to the Collector.

The Confidential Bundle shall reach the district concerned on or before 11.11.2025. The Chief Educational Officer should take care of receiving the confidential bundles along with custodians. The Chief Educational Officers are

instructed to acknowledge the receipt of confidential bundles for Tamil Nadu Teacher Eligibility Test (TNTET-2025) for both TNTET Paper I and TNTET Paper II.

8. Centre wise OMR Answer Sheets, Attendance Sheets, Nominal Roll and Special Covers will be handed over to Chief Educational Officers on or before 12.11.2025.

9. The List of Examination Centers, Number of Candidates allotted language wise centre wise for paper-I, and language wise,subject wise and centre wise for paper-II along with Number of PH Candidates (language wise and centre wise for paper-I and language wise,subject wise and centre wise for paper-II) will also be provided by TRB on 04.11.2025.

10. Necessary registers should be maintained at the custodian points to account for the quantity of all the confidential materials received and issued, with details thereof.

11. Registers along with entries are to be kept ready for surprise inspection by the Zonal Officers of Teachers Recruitment Board and Designated Supervisory Officers.

12. Appointing Chief Superintendents and Departmental Officers, Route officers for each examination centres to be completed on or before 10.11.2025.

13. Make arrangements to appoint sufficient number of Invigilators, scribes and frisking personnel to each centres by DEO office to be completed on or before 11.11.2025.

14. The Question Papers issued to the districts contains language wise 20 (or) 40 excess of the actual No. of candidates for each Examination Centres for paper I and language wise, subject wise and centre wise 20 (or) 40 excess of the actual No. of candidates for each Examination Centres for paper I of the Custodian Point.

15. The route officers shall collect transport and handover the Answer sheet bundles and other material from the exam centres from the custodian and additional custodians using a vehicle accompanied by ARMED POLICE ESCORT on the day of examination itself before 03:30p.m for both paper I & II.

16. Chief Educational Officers should receive all the OMR Answer Sheets in sealed bundles and other records and keep in safe custody till handing over of the bundles to the Postal Department. The Chief Educational Officers should take personal care in keeping the answer sheet bundles safely till handing over to Postal Department.

Proforma IV and V to be sent by the CEO to TRB on 11.11.2025 immediately after the receipt of confidential bundles and OMR and other Records. IV. STORAGE OF CONFIDENTIAL MATERIAL:

i. QUESTION PAPER:

One sealed box contains language wise 100 Question Papers in 5 sealed question paper packets (1packet contains 20 question papers). The box should not be opened at any cost. The materials received by the Chief Educational Officer should be handed over to the custodians and the custodians should store the confidential materials in the double locked almirah following the due procedure. Lock-1keys must be kept by the custodian I (District Educational Officer) and the Lock-2 keys must be kept by the custodian II Higher Secondary HM / High School HM). The centre- wise allotment should be made in terms of whole box. TRB has allotted the question paper box in sufficient numbers and therefore there is absolutely no need for opening the box. The sufficiency of question papers must be verified Language wise for paper I and language wise subject wise for paper II as per the nominal roll allotted to each centre. All Chief Educational Officers are instructed to strictly adhere to these instructions.

ii. OMR ANSWER SHEETS SUFFICIENCY, ACCURACY & CONFIDENTIALITY

(Annexure -II)

The verification should be done by the Chief Superintendent and the Departmental Officer in the presence of Chief Educational Officer concerned. After verifying the sufficiency (language / Subject wise and centre wise) without opening the seal kept in the custodian points. If there is any insufficiency in the number of OMR Answer Sheets received for the centre or any other discrepancy, it should be immediately reported to Teachers Recruitment Board (inwriting) on or before 12.11.2025 and get it rectified promptly. It is the responsibility of the Chief Educational Officer to contact TRB to expedite the process of rectification. Nominal Roll should be handed over to the Departmental Officers on the previous day of the examination 14.11.2025 for TNTET Paper I and 15.11.2025 for TNTET Paper II. The OMR Answer Sheets are already allotted Hall -wise & sealed and this should be handed over to the centres for the Tamil Nadu Teacher Eligibility Test (TNTET-2025) on that date of examination 15.11.2025 for TNTET Paper I and 16.11.2025 TNTET Paper II with the Question papers.

1. The distribution of question papers and collection of OMR Answer Sheets should be done through route officers. CEO has to prepare a Route Map for smooth distribution of question paper bundles to the examination centres. It should be ensured that the OMR Answer Sheets bundles reach the centres in time along with the question papers bundles. A copy of this centre-wise arrangement should be confidentially briefed to the District Collector.

2. While dispatching the question papers to examination centres, checking the materials on all aspects including whether they are sufficient and language wise/Subject wise correctly allotted for the exam centre concerned is mandatory. The inspecting officer will record his initial to this effect that the materials are adequate in number and centre-wise allocation matches well with the supply.

3. Necessary vehicle arrangements have to be made for transporting the sealed question paper bundles, OMR answer sheet and Attendance Sheet. Escort facility for all the vehicles should be provided in consultation with the Superintendent of Police & District Collector.

4. The sufficiency of the question papers and OMR Answer Sheets received are to be verified personally by the Chief Educational Officer and report has to be submitted to Teachers Recruitment Board. (Annexure -II)

5. Nominal List should be issued to the examination centres one day before the examination and attendance sheets along with the special covers and other materials to the centres with the OMR Answer Sheets will be provided through the Route officers on the day of examination.

6. Make arrangements to appoint the following examination officials in sufficient numbers with full fallback arrangements(substitutes).

a. Chief Superintendent

b. Departmental Officer

c. Frisking Personnel

d. Hall Invigilators and standby invigilators

e. Scribes

Frisking Personnel may be retained as squad during examination. 7. All the personnel engaged in examination work should have an unblemished record of service and CEOs should take personal care in selecting them. All centres or officials found to have been involved in suspicious activity in the previous recruitments should be avoided.

8. CEO should obtain the following certificates from all the above

mentioned Officials involved in the examination process.

a. None of my relatives is writing the Tamil Nadu Teacher Eligibility Test 2025 (TNTET Paper I and TNTET Paper II).

b. Myself and none of my relatives are involved in any kind of activities relating to the TRB examination including conducting coaching classes.

c. I have not been contacted by any private person regarding the examination.

9. Chief Educational Officer has to conduct training programs on 12.11.2025 for all the above-mentioned officials in advance before the date of examination.

10. Chief Educational Officers should suitably instruct the Chief Superintendents and the Departmental Officers to be very careful in handling the OMR Answer Sheets.

11. Instructions to the Chief Superintendent and Departmental Officers to take safety measures stand by arrangements with regard to heavy rainfall.

a. The Examination Halls are to be checked for leakage of rainwater.

b. For the candidates to wait, separate rooms must be provided.

If no separate rooms are available, arrangements like Shamiyana is to be made.

c. Windows of the examination halls are to be checked and ensured that they are without any damage.

d. To ensure all basic amenities are available at the exam centre.

12. Hall Tickets are uploaded only on the TRB Website. Hence, Candidates may be permitted to write the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II) with the downloaded Hall Tickets.

Chief Educational Officers should send the absentees report to TRB before 10.30a.m. on the day of examination. PA to CEO may be authorized for this work.

POST– EXAM WORK

1. After conducting examination, the District Educational Officers should receive all the OMR Answer Sheets sealed bundles and other examination related materials from the centres before 03:30 p.m. on the day of examination in the custodian points. The District Educational officers should handed over the OMR Answer Sheets bundles and other materials to the chief Educational officer.

Sealed OMR Answer Sheets bundles of all the examination centres should be arranged and kept in a Metal Box. The Metal Box should be locked and double sealed by the District Educational Officer and Chief Educational Officer. The top of the box should be labelled with details of District Name /Numbers, etc.,

3. The sealed metal box containing OMR Answer Sheets bundles along with examination related materials should be handed over to the Postal Department on the examination dates duly before 05:00 p.m.

4. Additional Assets should be kept on stand by for any contingency, without fail.

IMPORTANT:

1. The CEO should personally ensure all arrangements for PWD (Persons with disability) candidates. Access, Volunteers, Ground Floor Hall, properly trained scribes for the candidates to be ensured. 2. Instructions have to be issued to the Chief Superintendents and Departmental officers to make necessary arrangements like bundling the used OMR Answer Sheets. V. DISTRICT EDUCATIONAL OFFICER (For Secondary, Elementary and Private Schools) – Custodian of confidential materials

The District Educational Officers have a pivotal role in conducting the examination with the responsibilities of storing the Question Papers, the OMR Answer Sheets and the examination related documents in the Custodian Points, distributing them on the Day of Examination to the Route Officers who in turn distribute them to the Departmental Officers at the centre itself and conducting the Examination successfully. Hence, they have to follow all the instructions and established norms in conducting the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II). The following are the responsibilities to conduct the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II).

Arranging the necessary infrastructure and basic amenities for the smooth conduct of exam in the examination centres.

1. Appointing necessary personnel for invigilation and standby invigilators to check any kind of malpractice in the examination.

2. Seeking Police Protection for Question Paper Custodian Points and Examination Centres with the guidance of the District Collector and Chief Educational Officer of the district.

3. Receiving the confidential materials from the Chief Educational Officer by acknowledging the receipt of confidential materials for the examination 9 along with Additional custodians.

4. Conducting meetings for the Chief Superintendents of all Examination Centres to ensure cooperation in conducting the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II) without any malpractices.

5. Conducting meetings for the Custodians and Departmental Officers to instruct them to keep strict vigilance over the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II).

6. Supervising the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II) in various centres on the day of Examination and ensuring the transportation of Answer Sheet Bundles by safe and secure methods within the stipulated time prescribed by the Teachers Recruitment Board.

7. Collecting all information and providing all records regarding Absentees and Malpractices if any and reporting it in the prescribed Formats to the Teachers Recruitment Board immediately after the examination (Proforma -I) Centre wise.

8. Making necessary arrangements for distribution of Question Papers and OMR Answer Sheets to centres and to collect the OMR Answer Sheets Special Covers in sealed Bundles and handing over them to the Chief Educational Officer.

VI DUTIES OF DEPARTMENTAL OFFICER

The Departmental Officer is vested with the most responsible job in conducting the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II). He has to shoulder the onerous responsibility of conducting the Examination on behalf of the Government of Tamil Nadu and the Teachers Recruitment Board. He has to monitor the entire process of the Examination at the Examination Centre with keen eyes and complete the work successfully. The following are the mandatory activities prescribed for the Departmental Officer:

Ensuring the receipt of Question Papers (Language wise / Subject wise), OMR Answer Sheets and Other Materials in correct numbers for the Examination Centre allocated to him/her.

OMR ANSWER SHEETS:

1. Teachers Recruitment Board has issued OMR Answer Sheets. Centre wise OMR Answer Sheets bundles shall reach the District on or before 12/11/2025 It is mandatory to verify whether sufficient number of

OMR Answer Sheets for all the candidates have been received as per the centre-wise allotment in sealed bundles. The verification should be done as per the attendance sheet and nominal roll count provided by the Teachers Recruitment Board for the specific centre. The verification should be done in the presence of the Chief Educational Officer concerned by the Chief Superintendent and the Departmental Officer. If there is any insufficiency in the number of OMR Answer Sheets received or any other discrepancy (missing of centres etc), it should be reported promptly to Chief Educational Officers on or before 12.11.2025 and get it rectified by TRB. The seal should be opened for hall wise allotment only at the examination centre on the date of examination.

2. Visiting the Examination Centre in advance to check the number of candidates allocated for the Centre and the availability of Halls, seating arrangement, marking roll number, seating plan, Drinking Water, Toilet facilities etc., for the candidates.

3. Discussing all the steps for conducting the Examination and sorting out the problems, if any, with the help of the Chief Educational Officer/District Educational Officer.

4. a) Receiving the Nominal Roll from the Chief Educational Officer on the previous day of the examination.

b) Receiving the OMR Answer Sheets, Special Covers and attendance sheets along with the question paper bundles in the day of examination. Arranging the covers containing the OMR Answer Sheets, nominal Roll, Special Covers and Attendance sheets for all the individual halls. c) Display the exam hall allotments for the candidates in minimum two places and arrange for signboards showing the direction of exam halls, Toilets (Separately for Men and women) etc.,

5. Reaching the Examination Centre before 08.00a.m. and receiving and checking all the Confidential Materials from the Route Officers on the Day of Examination in time, by acknowledging the receipt of confidential materials from the custodians through the route officers.

6. The confidential bundles handed over by the Route Officers on the day of Examination should be kept safely and sealed in an almirah till the commencement of the examination. 7. Ensuring the arrival of all the Hall Invigilators and scribes (those who are duly appointed by the Chief Educational Officer) and making alternative arrangements, if needed, with the additional stand by invigilators provided. 8. Conducting a meeting of all invigilators and Scribes on the process of the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II)

one day ahead of the examination and explaining the various steps involved in it. Allotment of rooms to the invigilators should be done only on the day of examination by lot method.

9. Question Paper Boxes have 5 packets, Each Question Paper packets contains 20 Question Papers each. Question Paper distribution for each Hall should be in sealed packets. The packet should be opened in the presence of the candidates only. The packet should not be opened anywhere else except in the Examination Hall in front of the candidates just before the Examination. 10. Question Paper Bundles (in 20's) have to be distributed to the hall 10 minutes before the commencement of the Examination. The Question Papers for the Absentees should be collected after 10 minutes from the commencement of the Examination and the same should be sealed.

i. The reporting time of the candidates is 8.30 a.m. ii. The frisking of the candidates should start at 8.30 a.m. iii. Gate closing time is 9.30. a.m. iv. At the entrance gate of the examination centre, the candidate should deposit all their belongings, (except the hall ticket and a valid photo identity and 2 black ball point pens) and get a token.

v. Candidates are themselves responsible if they bring expensive items.

vi. After depositing the belongings, each candidate is to be frisked by police. This is to be organized by the Chief Educational Officer through the District Collector and Superintendent of Police. vii. NCC Officers (in uniform)/ NSS Programme Officers / Physical Directors/PETs to be deployed in each school for assisting in items (ii) and (iii). They shall continue as standing squad till the completion of examination.

viii. Necessary arrangements should be done for frisking. ix. Candidates should not be allowed to enter the gate after 9.30 a.m. x. The candidates are allowed with their hall ticket, a valid Photo Identity card and 2 black ball point pens.

xi. Possessing of Mobile phone, Pager, Digital diary or any other electronic instrument etc., is not allowed. Their use will result in disqualification, debarment for three subsequent recruitments and prosecution

xii. Provide waiting rooms, separately for men and women, for the candidates to wait till 9.30 a.m. after frisking. The waiting rooms should be separated from the examination hall.

11. The Candidates should not be allowed to mark anything in the Question

Paper. The Departmental Officer should strictly instruct the Hall invigilators to follow this instruction. If any deviation is found, the candidature may be cancelled and action may be taken against the Hall invigilators.

12. Instruction to the hall invigilators i. To check whether the candidates have filled up the Question paper booklet code, Roll number and Question paper booklet series in their OMR Answer Sheets and ensure that they have shaded it properly before signing the OMR sheet.

ii. to be vigilant in monitoring the candidates.

iii. to keep watch on each of the candidates throughout the examination time.

iv. To sign in the OMR Answer Sheets by the Invigilator in the signature column with date.

13. Keeping all the remaining sealed question paper bundles in safe custody till the end of the examination is mandatory.

VII DUTIES OF CHIEF SUPERINTENDENT

Headmaster of the School where the Examination Centre is located or any other Government Higher Secondary School Headmaster will be appointed as the Chief Superintendent for the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II). The Chief Superintendent of the Centre should take utmost care in conducting the Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II).

The following responsibilities are vested with the Chief Superintendent:

Providing a separate room for the personal belongings of the candidates. 1. Receiving the Nominal Roll, Attendance Sheets and Other relevant records for the Examination and planning for equitable and adequate seating arrangements for the candidates, sensitive to the needs of differently abled candidates allocated to the centre. Chief Superintendent should strictly follow the time-schedule.

2. OMR ANSWER SHEETS:

Board has issued separate OMR Answer Sheets for Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II). Centre wise OMR Answer Sheets bundles shall reach the district on or before12.11.2025. It is mandatory to verify whether separate OMR Answer Sheets for Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II) for all the candidates have been received in good condition and as per the Centre wise allotment. The verification should be done as per the attendance sheet and nominal roll count provided by the Teachers Recruitment Board for the centre in the presence of the custodians concerned by the Chief Superintendent and the Departmental Officer. After verifying the sufficiency of the OMR Answer Sheets for Tamil Nadu Teacher Eligibility Test (TNTET Paper I and TNTET Paper II) received, if there is any insufficiency in the number of OMR Answer Sheets received or any other discrepancy (missing any centres) it should be reported to Teachers Recruitment Board in time i.e., on or before 12.11.2025 for rectification. The Seal should be opened only in the examination centre for hall-wise allotment. For each centre 20 excess OMR Answer Sheets to be supplied.

3. Enough number of desks and benches to accommodate 20 candidates per Hall with adequate space must be provided.

The seating for the 20 Candidates in a Hall should be arranged as shown below in all the Halls.
