School Education Department - State Education Policy - Constitution of High Level Committee under the Chairmanship of Hon'ble Justice Thiru.D.Murugesan (Retired), former Chief Justice of High Court of Delhi to formulate a distinct State Education Policy for Tamil Nadu - Orders - lssued.

Read:

1. Budget Speech made by the Hon'ble Minister for Finance and Human Resources Management dated 13.08.2021.

2. Hon'ble Chief Minister's Press Release No.542. dated 05.04.2022 ORDER:-

The Hon'ble Minister for Finance and Human Resources Management has made the following announcement in the Budget Speech 2021-2022 in the Legislative Assembly on 1 3.08.2021-

"This Government will appoint a High Level Committee of educationists and experts to formulate a distinct State Education Policy for Tamil Nadu in keeping with the historical legacy, present situation and future aspirations of the State."

2. Subsequently, the Hon'ble Chief Minister announced the Chairman and Members of the High Level Committee for State Education Policy in the press refease dated 05.04.2022.

3. Accordingly, the Government do hereby constitute a High Level Committee under the Chairmanship of Hon'ble Justice Thiru.D.Murugesan (Retired), former Chief Justice of High Court of Delhi along with other Members as detailed below:-

4. The Director of Matriculation Schools is the Member Secretary for the above Committee and he is authorized to organize and convene the meetings as and when needed. The Terms of Reference for the Committee shall be as follows:-

a) To draft a distinct State Education Policy, keeping in mind the interests of the education / future of the youth of the State of ' Tamil Nadu.

b) The committee should take inputs from educationists and subject, experts and suggest reforms aimed at developing modern, technology driven and updated curriculum frame works for early childhood care and education, school education, college education, teacher (both School & Higher Education Institutions (HEl)) education and adult education in an integrated manner and in keeping with the fast changing global education and employment landscape.

c) Suggest ways and means to improve access, equity and quality ' of education by addressing issues related to on-field implementation of policy, specifically with regard to learning outcomes and employment-ready skills.

d) Examination reforms.

e) Suggest reforms in Teacher/Assistant Professor recruitment & training and ensuring their accountability towards stated objectives.

f) Suggest ways to incorporate life skills, soft skills, creative skills, language skills and social justice values as part of the broad spectrum of education from the sciences to the liberal arts.

g) To ensure that all school pass outs enrol in some.stream of Higher Education polytechnics, professional courses, conventional courses, vocational courses.

h) To suggest ways to improve the quality of research in Higher ' Education Institutions (HEl).

i) To suggest ways to tap resources from all funding agencies from India and abroad.

j) Any other matter related to the above or as is referred to it by the Government. 6. The Government also orders the following:-

(i) The committee is requested to submit its final report'within a period of one year from the date of its constitution after due consultation with all relevant stakeholders as is appropriate.

(ii) The Committee is authorized to constitute a Sub-Committee at the time of drafting the State Education Policy.

(iii) The Committee shall be treated as a first-class Commrttee for the payment of TtuDA.
