மாண்புமிகு தமிழ்நாடு முதலமைச்சர் திரு.மு.க.ஸ்டாலின் அவர்கள், மாண்புமிகு இந்தியப் பிரதமர் திரு. நரேந்திர மோடி அவர்களுக்கு இன்று (7-2-2023) எழுதியுள்ள கடிதத்தில், கோவிட் பெருந்தொற்று காலத்தில், குடிமைப் பணித் தேர்வுகளை எழுத இயலாமல் போன தேர்வர்களுக்கு, வயது வரம்பினைத் தளர்த்தும் ஒருமுறை நடவடிக்கையை மேற்கொள்ளக் கேட்டுக் கொண்டுள்ளார்.
அக்கடிதத்தில், குடிமைப் பணித் தேர்வுகள் உட்பட, ஒன்றிய அரசால் நடத்தப்பட்ட பல்வேறு ஆட்சேர்ப்புத் தேர்வுகளுக்கான வயது வரம்பை கோவிட் பெருந்தொற்றுக் காலங்களில் தவறவிட்ட தேர்வர்கள், ஒருமுறை நடவடிக்கையாக தங்களின் வயதுவரம்பை நீட்டிக்க வேண்டுமென்று கோரி வருவதைக் குறிப்பிட்டுள்ள மாண்புமிகு முதலமைச்சர் அவர்கள், அவர்களது கோரிக்கையை கனிவுடன் பரிசீலிக்கக் கேட்டுக் கொண்டுள்ளதோடு, அனைத்து தேர்வர்களுக்கும் வயது தளர்வுடன் கூடுதல் முயற்சிக்கான வாய்ப்புகளை வழங்கிட நாடாளுமன்ற நிலைக்குழு பரிந்துரைத்துள்ளதைச் சுட்டிக்காட்டியுள்ளார். மேலும், உச்சநீதிமன்றம் பல்வேறு வழக்குகளில் இதுபோன்ற அறிவுரைகள் வழங்கியுள்ளதாகக் குறிப்பிட்டுள்ள மாண்புமிகு முதலமைச்சர் அவர்கள், பல்வேறு கட்சிகளைச் சேர்ந்த 150-க்கும் மேற்பட்ட நாடாளுமன்ற உறுப்பினர்கள் தேர்வர்களின் கோரிக்கைக்கு ஆதரவு தெரிவித்துள்ளதையும் கோடிட்டுக் காட்டியுள்ளார்.
தமிழ்நாட்டில், கொரோனா பெருந்தொற்றின் தாக்கங்களைக் கருத்தில்கொண்டு அரசுப் பணிகளுக்கான தேர்வுகளை எழுதுவோருக்கான வயதுவரம்பை 2 ஆண்டுகள் தளர்த்தி அரசாணை வெளியிடப்பட்டதைச் சுட்டிக்காட்டியுள்ள மாண்புமிகு முதலமைச்சர் அவர்கள், ஒன்றிய அரசும் ஒன்றியப் பணியாளர் தேர்வாணையம் நடத்திய சேமக் காவல் படைத் தேர்வுகளில், அனைத்துப் பிரிவினருக்கும், ஒரு முறை நடவடிக்கையாக, 3 ஆண்டுகள் வயது வரம்பைத் தளர்த்தி ஆணையிட்டுள்ளதையும் சுட்டிக்காட்டியுள்ளார்.
தேர்வர்களுக்கு இத்தகைய ஒருமுறை தளர்வு வழங்குவதன் வாயிலாக, அரசுக்கு எவ்வித நிதிச்சுமை ஏற்படாது என்றும், இது குடிமைப் பணிச் சேவையில் சேர விரும்பும் ஆயிரக்கணக்கான இளைஞர்களுக்கு ஒரு பெரிய வாய்ப்பை வழங்கிடும் என்றும் தெரிவித்துள்ள மாண்புமிகு முதலமைச்சர் அவர்கள், கோவிட் பெருந்தொற்று பாதிப்பைக் கருத்தில் கொண்டு, குடிமைப் பணித் தேர்வர்களுக்கு கூடுதல் வாய்ப்பினை வழங்கிடத் தேவையான நடவடிக்கைகளை மேற்கொள்ள வேண்டுமென, மாண்புமிகு இந்தியப் பிரதமர் அவர்களைக் கேட்டுக்கொண்டுள்ளார். Narendra Modi, requesting to consider the demand of the Civil Service aspirants and to grant as extra attempt with corresponding age relaxation to all aspirants who exhausted their last attempts due to Covid-19 pandemic.
I write this to bring to your kind notice a genuine request received from the aspirants for the Civil Service Examinations conducted by the Union Public Service Commission.
Aspirants of various recruitment exams conducted by the Union Government including the Civil Service Examinations who had exhausted their last attempts due to Covid-19 pandemic, have been requesting for the past two years to extend the age limit for attending the examination as an one-time measure.
The Parliament Standing Committee has also recommended to consider sympathetically the demand of the Civil Service aspirants and to grant an extra attempt with corresponding age relaxation to all aspirants. In this regard, the Apex Court has also advised in various cases [W.P (Civil) No.1012/2020, 1410/2020, 434/2021, 92/2022] to take a lenient view in granting an extra attempt under Regulation 4 of the Indian Administrative Service Regulations, 1955.
More than 150 Members of Parliament across various parties have supported the cause of the aspirants.
Further, in this connection, I wish to point out that in Tamil Nadu, orders have been issued in G.O.Ms.No.91, Human Resources Management (S) Department, dated 13.09.2021 raising the age limit by two years for the aspirants for State Service examinations taking into account the effects of pandemic.
The Union Government has also recently granted relaxation of 3 Years beyond the respective prescribed upper age limit for all categories of the candidates as a one-time measure for the recruitment of Constable (General Duty) in Central Armed Police Forces Examinations, 2022 conducted by the Staff Selection Commission.
This is a one-time relaxation and it will not cause any monetary burden to the exchequer but at the same time open a huge opportunity to thousands of youth who aspire to join the Civil Service.
Therefore, I appeal to you to consider this favourably, and do the needful in granting an extra attempt by invoking Regulation 4 of the Indian Administrative Service Regulations, 1955 in view of the Covid-19 pandemic.
