ORDER:
In the Government Order first read above, orders were issued for the creation of the Singappen Special Force (SSF) at the State Headquarters level (Phase-I) with the objective of enhancing the safety and security of women in the State of Tamil Nadu through focused preventive policing, technology-enabled interventions, community outreach and coordinated response mechanisms.
2. In the letter second read above, the Director General of Police/Head of Police Force, Chennai has submitted a detailed proposal for operationalisation of the Singappen Special Force at the field level throughout the State. The proposal envisages establishment of SSF Headquarters Units in all Districts/Cities, creation of dedicated field units covering all Police Sub-Divisions and Ranges, establishment of a dedicated Headquarters Control Room, strengthening of the State Police Master Control Room, creation of ministerial posts and provision of vehicles, communication. systems, body worn cameras, drones, software upgradation, awareness programmes and other infrastructure required for effective implementation of the objectives of the Singappen Special Force. 3. The Director General of Police/Head of Police Force, Chennai has stated that the Singappen Special Force is conceived as a dedicated women. safety and preventive intervention mechanism aimed at ensuring visible police presence, hotspot surveillance, safety audits, community engagement, outreach programmes in educational institutions, rapid response to incidents affecting women, social media monitoring and technology-enabled supervision of field operations. He has further stated that dedicated manpower and infrastructure are essential for ensuring continuous field engagement, effective monitoring, emergency response and coordinated functioning of the proposed Force. He has therefore requested the Government to accord administrative sanction for the creation of the required manpower and infrastructure and financial sanction towards recurring and non-recurring expenditure for operationalisation of the Singappen Special Force throughout the State.
4. The Government, after careful examination of the proposal of the Director General of Police/Head of Police Force, Chennai, have decided to accept the same.
5. Accordingly, the Government accord sanction for creation of the following posts for operationalisation of the Singappen Special Force (SSF):- Unit
7. The Singappen Special Force shall function under the overall supervision and control of the Inspector General of Police, SSF. The Force shall serve as a dedicated women safety and preventive intervention mechanism with emphasis on prevention, deterrence, rapid response, community engagement and technology-enabled monitoring.
8. The District/City Headquarters Units headed by the Inspectors of Police, SSF shall supervise and coordinate the functioning of all SSF field. units within their respective jurisdictions. They shall function under the administrative control of the respective District Superintendents of Police, Commissioners of Police or Joint Commissioners of Police concerned and shall maintain continuous coordination with the SSF Headquarters.
9. The SSF field units shall undertake regular patrolling of vulnerable areas and identified hotspots, surveillance and preventive interventions, safety audits, outreach programmes in schools, colleges, workplaces and public places, awareness campaigns, counselling and assistance to women in distress and such other activities as may be prescribed by the Director General of Police/Head of Police Force from time to time. The territorial jurisdiction of each SSF field unit shall correspond to the jurisdiction of the respective Police Sub-Division or Range in Cities.
10. The SSF Headquarters Control Room shall function on a round-the- clock basis and shall be responsible for monitoring field operations, tracking patrol movements, receiving and analysing field intelligence, coordinating emergency responses, monitoring social media platforms relating to women safety concerns, undertaking research and analysis and facilitating real-time communication between Headquarters, District Control Rooms and SSF field units. 11. The existing State Police Master Control Room and New Generation Emergency Response Support System (NGERSS) shall be utilised for receiving, processing and dispatching distress calls and coordinating emergency responses with SSF field units and jurisdictional police. The additional manpower sanctioned in this order shall be utilised for effective handling of emergency calls, monitoring of social media inputs and strengthening emergency response mechanisms.
12. The Body Worn Cameras with live-streaming facility sanctioned in this order shall be utilised to enhance transparency, accountability and real- time supervision of field operations. The drones sanctioned under this order shall be deployed for surveillance of vulnerable areas and identified hotspots and for strengthening situational awareness and preventive policing measures.
13. The upgraded Kaval Uthavi Mobile Application shall facilitate reporting of unsafe environments, uploading of photographs and videos, emergency assistance, safe journey monitoring and effective coordination among citizens, police personnel and control rooms. The SSF shall also undertake awareness generation programmes through educational institutions, social media platforms, community outreach activities, civil society organisations and other stakeholders to promote women's safety and public participation.
14. The personnel sanctioned for the Singappen Special Force shall be deployed exclusively for SSF duties and shall not ordinarily be diverted for law and order, bandobust or other miscellaneous duties. The Director General of Police/Head of Police Force shall issue detailed Standing Orders, Standard Operating Procedures and operational guidelines for the effective functioning, supervision and monitoring of the Singappen Special Force.
15. The Government further accord administrative and financial sanction for a sum of Rs.354,66,98,600/- (Rupees Three Hundred and Fifty Four Crore Sixty Six Lakh Ninety Eight Thousand and Six Hundred only) towards establishment, creation of posts and operationalisation of the Singappen Special Force, comprising:-
