Subject: Updating of EL – Leave Balance in IFHRMS (Deadline: 31‑12‑2025)

Sir/Madam,

Attention all DDOs:

It is hereby instructed that the Earned Leave (EL) Balance of all employees under your jurisdiction must be updated in the IFHRMS portal on or before 31‑12‑2025.

You are requested to kindly refer to the guidelines given below and ensure timely compliance.

CLICK HERE TO DOWNLOAD IFHRMS : EL-SLS-GUIDELINES PDF In 2025, the Tamil Nadu Government restored the system of periodical surrender of Earned Leave (EL) for encashment (SLS) via G.O. (Ms) No. 35, dated June 30, 2025.

The Integrated Financial and Human Resources Management System (IFHRMS) guidelines for EL-SLS are as follows:

1. Core Eligibility & Rules (Effective 2025)

Restoration Date: The EL surrender system was officially restored on October 1, 2025.

Encashment Limit: Employees and teachers can encash up to 15 days of EL per year.

Wait Periods:

A minimum 12-month gap is required between encashing 15 days.

A 24-month gap is required for encashing 30 days (if applicable).

Cyclical Eligibility: If a servant last surrendered EL on April 1, 2020, they become eligible again on April 1, 2026.

Monetary Components: Encashment includes Basic Pay, DA, HRA, and CCA. It excludes specific allowances like uniform or washing allowances. 2. Application Process in IFHRMS

The Surrender Leave process is enabled in the Kalanjiyam (IFHRMS 2.0) portal:

Submission: Employees apply via the Self-Service Portal (ESS) or the IFHRMS Mobile App.

Tracking: Use the path: HR → Leave → Leave Sanction Order Proceedings → Surrender Leave Sanction Order to generate the proceeding copy.

Historical Records: To check previous surrender dates, navigate to: HR → Leave Process → Reports → Last Surrender Details Report.

3. Special Schedule for New Joiners (2020–2025)

Government employees who joined between April 27, 2020, and September 30, 2025, follow a staggered eligibility schedule:

Joined Oct/Nov/Dec: Eligible from October 1, 2025.

Joined Jan/Feb/Mar: Eligible from January 4, 2026.

Joined Apr/May/Jun: Eligible from April 1, 2026.

Joined Jul/Aug/Sep: Eligible from July 1, 2026.

For technical issues or post mapping, DDOs should use the Kalanjiyam Portal to update employee service records.
