ORDER:-

In the letter read above, the Member Secretary, Tamil Nadu Model Schools has proposed to form a State Level Monitoring Committee to systematically address and resolve the requirements raised by the School Management Committees and has sent a detailed proposal as follows:- ➤ The Right of Children to Free and Compulsory Education Act 2009, establishes the formation of School Management Committees (SMCs) in all Government and Aided Schools for the purpose of the overall development and monitoring of school and child education. As part of this, the School Management Committee is formed in all Government schools to oversee and facilitate the improvement and school development. In Tamil Nadu the school management committee was revitalised in April and July 2022, and is considered a flagship of our education department, which enables us to bring together the school and community making the school accountable to the community and in turn community also taking ownership of the school. SMC is the most salient feature of Right To Education Act 2009, the involvement of parents and community members in the SMC helps to ensure that the school's management reflects the broader interest of the community it serves.

➤ The establishment of a School Management committee (SMC) is based on several rationales aimed at improving the overall governance, effectiveness, and inclusivity of a school. The Act empowers SMC to Monitor working of the school, prepare and recommend school development plan, monitor the utilisation of grants received from Government or local authority or any other sources, perform such other functions relating to effective functioning of the schools. 2. Recognizing the critical nature of addressing the requirement of schools and to facilitate bringing all the concerned departments together it has been proposed to form a State Level Monitoring Committee (SLMC) to systematically address and resolve the requirements raised by the SMCs. The envisioned State Level Monitoring Committee is intended to serve as a unified platform, incorporating representatives from diverse departments within the Tamil Nadu Government. Its primary goal is to facilitate collaborative efforts and streamline communication channels, thereby effectively addressing and resolving the challenges confronted by the schools.

3. After careful examination, the Government accept the proposal of the Member Secretary, Tamil Nadu Model Schools and hereby constitute the State Level Monitoring Committee (SLMC) with the following members.

Since the reconstitution of SMCs in April and July 2022, its hopeful to learn that parents and schools have come together conversed on the needs for their children and passed resolutions and have recorded the same in the TNSED Parent Application (i.e. mobile app). In the last 14 months nearly 3,00,061 needs, from 33,550 schools across the state has been recorded which also infers that 33,550 schools have been conducting SMC meetings.
