I will only approve if satisfied- Governor's Interpretation of Bills including NEED
Governor RN Ravi's party has said that the bills passed in the Tamil Nadu Legislative Assembly will be forwarded to the President for consideration only if they receive a proper response. Governor RN Ravi has not approved the three major bills passed in the Tamil Nadu Legislative Assembly, the Need Exemption Bill, the Co-operative Societies Amendment Bill and the Bharathiyar University Amendment Bill.
The governor has briefed the BBC on the non-approval of the bills.
It states that under the Co-operative Societies Amendment Bill, the Registrars of Co-operative Societies, who are civil servants, have the power to order the suspension of the activities of the societies which are alleged to be in violation of the rules and to dissolve them without investigation. The Governor has sent a letter to the Government of Tamil Nadu objecting to this feature. However, the governor said there was no response from the state government.
Next, the Governor objected to the Bharathiyar University Amendment Bill stating that a person appointed to the University Syndicate Board does not need any academic qualifications or experience.
The governor, who has commented on the NEET exemption bill, said it would be sent to the president only if the governor is satisfied with it, even if it is a bill passed for a second time in the legislature, with the exception of the cash bill.
It was also explained that there was no pressure on the Governor to send the bill within the stipulated time.
When the Chief Minister of Tamil Nadu met him in this connection, he explained the status of the bill, the legal issues and the need for the government to act in accordance with the Constitution. Ravi said.
He said he hoped the chief secretary would keep his position clear to the chief minister.
