ORDER:-

In the Government order first read above, approval was granted for the appointment of 16,549 part-time teachers on a consolidated monthly salary of *5,000/-. These appointments were made under Samagra Shiksha scheme of the Central and State Governments, specifically for Government schools with a student strength of over 100 in classes 6 to 8. In accordance with the guidelines set forth in the above Government Order, 15,169 part-time instructors were appointed across all Government Middle, High, and Higher Secondary Schools in Tamil Nadu during 2010-2011 on a purely temporary basis to work for 9 hours per week (spread across 3 1⁄2 days a week) and stipulated that they would be terminated from service upon completion of the scheme. Among the part-time instructors on consolidated pay, 11,773 instructors are in service at present as per the table below:-

In the Government order second read above, guidelines have been issued for fixing the marks, duration and question paper design for conducting competitive examinations for recruitment of Special Teachers (Physical Education, Drawing, Sewing, and Music Teachers) in the School Education Department through Teachers Recruitment Board. In the said Government Order, a total of 100 marks has been fixed, consisting of 95 marks for the written examination and the remaining 5 marks based on an Interview. In the Government order third read above, the provision of 5 marks for interview was amended, replacing the term "Interview" by "Employment Exchange Registration Seniority", determining the qualifying marks as follows: 3. The Hon'ble Chief Minister has made the following announcement in the Legislative Assembly on 24.01.2026:

"அரசுப் uditorlas omfloo காலியாக இருக்கும் நிரந்தர ஆசிரியர்கள்

பணியிடங்களில் பகுதி நேர ஆசிரியர்கள் நியமனம் செய்யப்பட ஏதுவாக

இதற்கான தேர்வுகளில் பகுதிநேர பணிக்காலத்தை அடிப்படையாகக்

கொண்டு அவர்களுக்கு சிறப்பு மதிப்பெண் அளிக்கப்படும்."

4. In the letter fifth read above, the Director of School Education has requested the Government to issue orders awarding 1.5 weightage marks for every year of work experience, up to a maximum of 15 marks for the part time instructors working on consolidated pay under Samagra Shiksh since 2011, without any break in service, as a special case, who appear in Teachers Recruitment Board examinations for recruitment to the post of Special Teachers (Physical Education, Sewing, Drawing, and Music) in addition to the 100 marks allotted to written examination, implementing the concession for the next 5 recruitment processes.

5. The Government, after careful examination of the proposal of the Director of School Education, accept the same and issue orders, permitting the Teachers Recruitment Board to allow an additional weightage of 1.5 marks per year of experience, up to a maximum of 15 marks, over and above the 100 marks allotted for the written examinations, for the temporary part time teachers, working under Samagra Shiksha who appear in Teachers Recruitment Board examinations, in respect of recruitment to the posts of Special Teachers (Physical Education, Sewing, Drawing, and Music) as a special case, subject to the following conditions:

a) The concession is applicable only to those who are in service since 2011, till date, without any break in service.

b) This will be applicable only for the next 5 recruitment processes
