ABSTRACT

Pension Tamil Nadu Government Pensioners' Family Security Fund Scheme - Sanction of payment at the Pension Disbursing Officers level - Permitted Orders - Issued. ORDER:

In the Government Order first read above, as amended in Government order second read above, orders were issued implementing the Tamil Nadu Government Pensioners' Family Security Fund Scheme in respect of State Government pensioners including Teacher pensioners and the pensioners of

All India Services belonging to the Tamil Nadu Cadre with effect from 01.01.1997. In the Government order third read above, orders were issued prescribing the procedure for the recovery of pensioners contribution and the payment of lumpsum amount to the Tamil Nadu Government pensioners including Teacher pensioners and the pensioners of All India Services belonging to the Tamil Nadu Cadre who are drawing pension from the Treasuries/Sub-Treasuries and under the Public Sector Bank Scheme outside the State. According to the above self-supporting scheme run on the contribution of Rs.20/- per month was deducted from the pension towards the Tamil Nadu Government Pensioners' Family Security Fund Scheme till their death. In the case of death of the pensioners, after contributing for one year to the fund, a sum of Rs.25,000/- was paid to his spouse and if the spouse is not alive, the amount was paid to the nominee if specific nomination is filed with the pension disbursing officer failing which to all the legal heirs in the equal share.

As the inflow to the fund was not sufficient to meet the outflow, the contribution was increased from time to time in Government Orders fourth to eighth read above and with effect from 01.07.2021, a sum of Rs. 150/- is being deducted as per the orders issued in the Government Order nineth read above and subsequently, the Family Security Fund amount was increased from Rs.25,000/- to Rs.35,000/- and Rs.35,000/- to Rs.50,000/- respectively. 3. In the Government Order first read above, orders were issued to the effect that the erstwhile Director of Pension (now the Director of Treasuries and Accounts) shall be the competent authority to sanction payments under the Tamil Nadu Government Pensioners' Family Security Fund Scheme after the death of the pensioner. It has also been ordered that, the Pension Payment Officer, Chennai, the Treasury Officers/Sub-Treasury Officers shall submit proposals to the Director of Pension, Chennai, on the death of the pensioner and on receipt of such proposals, the Director of Pension, Chennai, shall disburse the payment under the Scheme to the spouse, nominee or legal heirs, as the case may be.

In the letter eleventh read above, the Director of Treasuries and Accounts, (FAC) has stated that, following the merger of the Directorate of Pension with the Directorate of Treasuries and Accounts to settle the Tamil Nadu Government Pensioners' Family Security Fund Scheme claims to the Tamil Nadu Government Pensioners and also who are drawing pension outside the State, noticed that there is a significant delay in disbursing the Family Security Fund (FSF) amount to the families of deceased pensioners after settling the Life Time Arrears only the Family Security Fund claims are sent to the Directorate of Treasuries and Accounts for scrutiny and approval.

Hence, the Director of Treasuries and Accounts has requested to issue appropriate orders to allow and settle the Family Security Fund Scheme claim along with the life time arrears by the Pension Disbursing Officers (i.e., Pension Payment Officer, Chennai, the Treasury Officers/ Sub-Treasury Officers) to avoid delay in settling the claims. 6. The Government, after careful consideration, have decided to accept the proposal of the Director of Treasuries and Accounts and direct that the Pension Payment Officer, Chennai and the Treasury Officers/Sub-Treasury Officers shall be permitted to sanction the payment under the Tamil Nadu Government Pensioners' Family Security Fund Scheme to the spouse/ nominee/legal heirs at their respective levels, in the event of the death of the pensioner.

7. Regarding the existing procedure for payment of Family Security Fund in respect of the Tamil Nadu Government pensioners drawing pension outside the State, shall be continued in the Office of the Director of Treasuries and Accounts.
