ORDER:-

In the Budget Speech 2022-2023, the Hon'ble Minister for Finance and Human Resource Management made the following announcement on the floor of Tamil Nadu Legislative Assembly.

"Due to the implementation of the IFHRMS and introduction of other reforms, the workload and workflow for the Departments coming under the administrative control of the Finance Department are changed. Hence, to improve functional efficiency of Treasuries and Accounts Department, Government Data Centre, Directorate of Pension and Small Savings Department, Government will restructure these departments".

2. Integrated Financial and Human Resources Management System (IFHRMS) facilitates effective and efficient functioning of Government by integrating management of Financial and Human Resources. This project is on "Go live" mode since January 2021 for various activities like Human Resource Management, Bill generation, etc. e-Challan module enables remittance through online facilities. Pension payments to pensioners and their legal heirs are made through IFHRMS. Old age pension is distributed to 32.80 lakh beneficiaries through IFHRMS. Assistance to 6.50 lakh beneficiaries under Dr.Muthulakshmi Reddy Maternity Benefit Scheme is extended through IFHRMS. Scholarship payment to the students N/941/2024-T and Alll-1-Finance-FIN-SECTT -2- under Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme Pudumai Penn is also paid through IFHRMS. Mobile application for the use of Government employees and beneficiaries has also been launched. Online Pension Provident Fund Authorization System (OPPAS) is also functional in IFHRMS. Digital Accounting and Audit System (DAAS) with Accountant General is also in progress. Action is being taken to integrate the system with Income Tax Department.

3. Considering the changes happened in the workload and workflow of the Departments coming under the administrative control of the Finance Department, due to the implementation of the IFHRMS and introduction of other reforms, it has been decided to improve functional efficiency of Treasuries and Accounts Department, Government Data Centre, Directorate of Pension and Small Savings Department, by restructuring all these departments. The Commissioner of Treasuries and Accounts has sent a detailed proposal in this regard.

4. After a detailed examination of the proposal of the Commissioner of Treasuries and Accounts, the Government have decided to accept the same and accordingly, issue orders merging the Directorate of Pension and Government Data Centre with Treasuries and Accounts Department. All the functions hitherto carried out independently by the Directorate of Pension and Government Data Centre will be carried out by the following separate wings formed in the Treasuries and Accounts Department after this merger.

1. PENSION and CONTRIBUTORY PENSION SCHEME (CPS) WING:-

This wing will carry out the functions of the erstwhile Directorate of Pension and Government Data Centre under the control of an Additional Director in the Commissionerate of Treasuries and Accounts with the following conditions:- Functions on Pension i) Tamil Nadu Government Pensioners' Family Security Fund Scheme, 1997 ii) iii) Tamil Nadu Government Industrial Employees Provident Fund Tamil Nadu Government Pensioners' Health Fund Scheme, 1995 iv) Tamil Nadu Social Security Scheme, 1974 - 1984 and the Special vi) Tamil Nadu Special Provident Fund Provident Fund-2000 Addressing Pensioners' grievance vii) Nodal authority for the Pension Adalat and Pensions Day grievances Functions on Contributory Pension Scheme (CPS). i) Opening and Maintaining the accounts under the Contributory Pension Scheme Opening and Maintaining the General Provident Fund accounts for NMP/ ICDS workers Additionally, transferring NPS contributions of AIS officers to the NPS trust iv) Direct Benefit Transfer to sugarcane farmers The Commissioner of Treasuries and Accounts shall be designated as the ex-officio Director of Pension.

The existing post of Additional Director (NPS) in the Commissionerate of Treasuries and Accounts is re-designated as Additional Director (Pensions).

Out of the posts sanctioned to the Directorate of Pension (DOP), 49 posts shown in Annexure-I are retained for carrying out the functions on pension. The remaining posts are surrendered.

These retained posts will be manned from the establishment of Treasuries and Accounts Department as was done earlier. The Committees constituted under the chairmanship of Director of Pension will continue to be in force under the chairmanship of Commissioner of Treasuries and Accounts. Out of the posts sanctioned to Government Data Centre (GDC), 77 posts shown in Annexure-II are retained for carrying out the functions on CPS. The remaining posts are surrendered.

The existing Ad-hoc rules framed in G.O.Ms.No.346, Finance Department, Dated 14.04.1977 will be governing the posts and staff of the erstwhile Government Data Centre, now retained for this wing, till their retirement.

Any vacancy arising in the cadre of Junior Assistant / Typist shall be added to the regular establishment of one unit of the Commissionerate of Treasuries and Accounts.

II. BUDGET:-

Various heads of accounts under the Demand 16 of Finance Department now available under the following heads of departments Commissionerate of Government Data Centre Directorate of Pension are transferred under the Head of Department (HoD). Directorate of Treasuries and Accounts Necessary budget provisions for these wings will continue to be provided under these heads of account, for which the Commissioner of Treasuries and Accounts will be the Budgeting, Controlling and Reconciling Officer.

OFFICE ACCOMMODATION, TELEPHONES ETC:-

TOOLS AND PLANTS. VEHICLES,

After merger of the Directorate of Pension and Government Data Centre with the Treasuries and Accounts Department, the staff retained shall continue to work in the same office premises in the Perasiriyar K. Anbalagan Maaligai under the control of Commissioner of Treasuries and Accounts / ex-officio Director of Pension.

5. Consequent on the restructuring, the Commissioner of Treasuries and Accounts / ex-officio Director of Pension may send necessary proposals to Government for further rationalization of posts and functions of these wings. The Commissioner of Treasuries and Accounts / ex-officio Director of Pension is authorized to allot subject to the wings and make necessary arrangements for supervision as per exigencies. 6. This order takes immediate effect.
