இதில், பல்வேறு மாநிலங்கள், யூனியன் பிரதேசங்களின் கல்வி அமைச்சர்கள், கல்வித்துறை உயரதிகாரிகள் பங்கேற்றனர். புதிய கல்வி கொள்கைக்கு எதிர்ப்பு தெரிவித்து வரும் தமிழக அரசு, இந்த மாநாட்டை புறக்கணித்துள்ளது.இந்நிலையில், 2வது நாளான நேற்று மாநாட்டில் ஒன்றிய கல்வி அமைச்சர் தர்மேந்திர பிரதான் பேசியதாவது: இந்தியாவை அறிவுசார் பொருளாதார நாடாக மாற்றுவதற்கான அடித்தளம் பள்ளிக் கல்வியாகும். எதிர்காலத்தில் மாணவர்களை இதற்காக தயார்படுத்தும் வகையில் ‘பிரதமரின் பள்ளிகள்’ என்ற புதிய திட்டம் அமல்படுத்தப்பட உள்ளது. இந்த அதிநவீன பள்ளிகள், புதிய தேசியக் கல்விக் கொள்கை மாதிரியை அடிப்படையாக கொண்டு உருவாக்கப்பட உள்ளது.
புதிய தேசிய கல்வி கொள்கையில், தொடக்கப்பள்ளி முதல் மேல்நிலைப் பள்ளி வரை, 5+3+3+4 ஆண்டுகள் என்ற அணுகுமுறையில், குழந்தைப் பருவ பராமரிப்பு மற்றும் கல்வித் திட்டம், ஆசிரியர் பயிற்சி மற்றும் முதியோர் கல்வி, பள்ளிக் கல்வியுடன் திறன் மேம்பாட்டை ஒருங்கிணைத்தல் மற்றும் முன்னுரிமை அளித்தல் ஆகியவற்றை உள்ளடக்கியதாக இருக்கும். இவையே அடுத்த 25 ஆண்டுகள், இந்தியாவை உலக நலனில் அக்கறை கொண்ட அறிவுசார் பொருளாதார நாடாக நிலைநிறுத்த உதவும். இவ்வாறு அவர் பேசினார்.
