ORDER:

In the Government Order second read above, orders have been issued appointing officers for Census 2027, namely Principal Census Officers, District Census Officers, Additional District Census Officers, Deputy District Census Officers, Divisional Census Officers, City Census Officers, Charge Officers, Additional Charge Officers and Special Charge Officers, and powers were delegated to them under section 4(4) of the Census Act, for appointing other Census Officers, Supervisors and Enumerators. 2. The Home Secretary, Government of India, in his D.O letter dated 11.03.2026 has stated that the preparations for conduct of Census 2027 are now in full swing. It shall be conducted digitally in two phases along with the provision for Self-Enumeration. The 1st phase of the Census ie., House listing and Housing Census with provision of Self-Enumeration would be conducted during the periods from 17th July 2026 to 30th August 2026 and the 2nd phase i.e., Population Enumeration shall be conducted from 1st February 2027 to 31st March 2027. As the appointment and training of Census functionaries at varies levels have already commenced and these officers are required to perform statutory duties under the Census Act, 1948, and Census Rules, 1990, the Home Secretary, Government of India has requested to issue necessary instructions to all concerned ensuring that the Census functionaries once appointed for Census 2027 are not transferred until the completion of Census operations on 31st March, 2027.

3. The Government, after careful consideration has decided to accept the request of the Home Secretary, Government of India, and accordingly hereby impose restrictions on transfer of the Officers / Staff of the Departments / Offices involved in Census, 2027 activities for the 1st phase viz., House listing operation for the period from 10th July 2026 to 30th August
