Recruitment to 200 posts of Technical Assistant (Electrical) in Tamil Nadu Generation and Distribution Corporation Limited through Tamil Nadu Public Service Commission by direct recruitment - Permitted Orders Issued.

ORDER:
The Tamil Nadu Public Service Commission (Additional Functions) Act, 2022 (Tamil Nadu Act No.14/2022) has come into force with effect from 17.3.2022 vide G.O Ms.No.30, Human Resources Management Department, dated 17.3.2022, as per which it has become mandatory for all the Public Sector Undertakings / Statutory Boards to carry out direct recruitment of candidates through Tamil Nadu Public Service Commission only.
2. As per the orders issued in G.O Ms.No.94, Finance (BPE) Department, dated 30.3.2022, prior approval of the Government is absolutely necessary for all the Public Sector Undertakings while carrying out direct recruitment of more than 25 posts in case of Government companies which are incurring loss and which are dependent on Government funding for their operations. 3. Accordingly, in the letter read above, the Chairman and Managing Director, Tamil Nadu Generation & Distribution Corporation Limited has sought for the approval of the Government for filling up of the following posts through direct recruitment, based on the decision of the Board of TANGEDCO in its 107 Board meeting
The Chairman and Managing Director, Tamil Nadu Generation and Distribution Corporation Limited has further stated that as a part of exploring the possibilities of manpower rightsizing wherever possible, a contract has been awarded for consultancy services for Organisational Transformation Study to M/s Ernst and Young LLP and their report is awaited. Further, a Sub-Committee has been constituted to suggest suitable revised workload standards/norms in respect of the regular work establishment employees working in distribution circles and also to prescribe the work norms for the cadre of Technical Assistant and the report of the said Committee is awaited.

Meanwhile, Contempt Petition No.1000 of 2022 and other batch of cases were filed before the Hon'ble High Court of Madras against the non-implementation of the directions of the court in its order dated 19.11.2021 in W.A No.290 of 2016 and other batch cases, wherein the Court had directed the TANGEDCO to sue advertisement for recruitment to the post of Technical Assistant (Electrical) as per the directions issued by the leamed Single Judge on or before 31.12.2021. The said Contempt Petitions came up for hearing before the Hon'ble High Court of Madras on 13.2.2023 which passed directions to the Govemment to approve the proposal for filing up of the vacancies for the post of Technical Assistant (Electrical) in Tamil Nadu Generation and Distribution Corporation Limited The Government, after careful consideration and in deference to the directions of the Han ble High Court of Madras, haver decided to give its concurrence for ting up of 200 (two hundred only) pods of Technical Assistant (Electrical) in Tame Nadu Generation and thetribution Corporation Limited initially as asast 10260 posts under vanus categories and order accordingly.
They further direct that the above concurrence is subject to the following conditions:
() the Tamil Nadu Generation and Distribution Corporation Limited shall approach the Tamil Nadu Public Service Commission immediately for recruitment of 200 posts of Technical Assistant (Electrical) as per the Tamil Nadu Public Service Commession (Additional Functions) Act, 2022 and the rules made thereunder
(1) the Tame Nadu Generation and Distribution Corporation shall take urgent action to frame its Human Resource Policy as well as to formulate strategy to build a corpus for settlement of terminal benefits after getting report from an Actuary in addition to exploring the possibilities of "Manpower Rightsizing" wherever possible after getting the report on the Organisational Transformation Study entrusted to M/s Emst & Young LLP
This order issues with the concurrence of the Finance Department.
