Handloom Industry Enhancement in ceiling for the supply of Free Electricity to Powerloom Weavers from 751 units to 1000 units bimonthly - Orders - Issued
விசைத்தறி நெசவாளர்களுக்கு 751 யூனிட்களில் இருந்து 1000 யூனிட்கள் வரை இலவச மின்சாரம் வழங்குவதற்கான உச்சவரம்பில் கைத்தறி தொழில் மேம்பாடு - ஆர்டர்கள் - வெளியிடப்பட்டது
ORDER:
In the Government order first read above orders were issued among others In respect of Powerloom Weavers, Govemment bear electricity charges including fixed charges from 0 to 375 units per month (or) 0 to 750 units bi-monthly.
2. The current Government made following announcement in its Election Manifesto during Tamil Nadu Legistative Assembly 2021- 148. விசைத்தறிக்கு இரண்டு வாதத்திற்கு 750 யூனிட் ஆக உள்ள இதசை மின்சாரம் 1000 பூஜிட்ஆக உயர்த்துவது குறித்துப் விக்கப்படும்.இச்சலுவை விசைத்ததில் பாய் நெசவத தொழிலுக்கும் அரிக்கப்படும் விசைத்தறித் தொழில் வளர்ச்சிக்குத் தேவையான உதவிகள் அனைத்தையும் அ முழுமையாக அளிக்கும்.
3. in the letters second read above, the Chairman cum Managing Drector Tamil Nadu Generation and Distribution Corporation Limited has stated that the Tamil Nadu Electricity Regulatory Commission issued the Tariff Order No.7 of 2022 dated 09.09.2022 revising the tariff for the Financial Year 2022-2023 with effect from 10.09.2022 in continuation to the tariff order, representation has been received from Powerloom industries requesting to enhance the free supply of electricity from 751 units to 1000 units bimonthly and uniform increase in energy charges by 070 paise/unit for all slabs. The Chairman cum Managing Director, Tam Nadu Generation and Distribution Corporation Limited has also informed that as per section 65 and 100 of Electricity Act, 2003, the State Government has to issue policy directive and release the subsidy in advance to the distribution licensee for providing reduction in Tantt/free electricity to various categories of consumers as per the Policy Direction of the State Government. 4. The Chairman cum Managing Director, Tamil Nadu Generation and Distribution Corporation Limited has also stated that in this tariff order a new category LTI (D) common supply has been created for common services ke water. If gym, Rghting atc. The lift/water/Ighting were already in the LT domestic (A) and eligible for 100 units of free power. Now since separate catagory of Low Tension common supply I (D) is formed the free supply is curtaled and subsity commitment to the Government of Tamil Nadu to that extent will be reduced. The approximate subsidy savings in domestic category will be -2.5 h No. of (D) common supply services Subsidy towards 100 units free powers Savings in subsidy (2.5 lakhs x 450x6 bimonity cycle -Rs 450/monthly -Rs.67.50 Cr/Annum
5. The Chairman cum Managing Director. Tamil Nadu Generation and Distribution Corporation Limited has requested to issue necessary Government order and to issue the policy directive besed on the GO under section 108 of Electricity Act, 2003 to the Tamil Nadu Electricity Regulatory Commission for providing additional subsidy Tamil Nadu Generation and Distribution Corporation Limited to compensate the free supply of electricity for power loom category and to providing the additional commitment to compensate the reduced tariff for Powerloom Weavers to uniform increase of 70 pese per unit in energy charges .
6. In the letter third road above, the Commissioner of Handlooms has requested the Government to issue orders for extending additional subsidy for Power loom weavers from 751 units to 1000 units and to sanction Rs.21.92 crores additionally over and above Budget Estimate besides sanctioning additional subsidy of Re.31.70 crore towards additional commitment to maintain uniform raise of 70 paise in all slab for consumers after tariff revision over 1000 free units to Tamil Nadu Generation and Distribution Corporation Limited over and above Budget Estimate. As such a sum total of Rs.53.62 crore have to be sanctioned to Tamil Nadu Generation and Distribution Corporation Limited every year. 7. The Government after careful examination of the proposal of Commissioner of Handlooms and Textles/Commissioner of Handooms, hereby order as follows- The free supply of electricity to Powerloom Weevers is enhanced from O unit to 1000 units bimonthly b) Powerfooms will be charged uniform increased rate of 70 paise per unit as energy charges for the unite consumed over 1001 bimonthly.
8. The necessary funds for providing subsidy as per para 7 (a) and (b) above shall be provided under the following Head of Account- 2861-00. Village and Smat Industries-108. Powerloom Industries- L Non-Plan- AA. Payment to Tamil Nadu Electricity Board on behalf of Powerloom Weavers-311. Subsides - 01. Individual Based Subsidy" (IFHRMS Code 2651-00-108-AA-31101)
9. The Energy Department le requested to lasue necessary Policy directive for the Commitment made in para 7 (a) and 7 (b) above under section 108 of Electricity Act 2003 to the Tamil Nadu Electricity Regulatory Commission for providing additional subsidy and Uniform Tariff increase to Powerloom Weavers.
10. The Chairman cum Managing Director, Tamil Nads Generation and Datibution Corporation Limited is requested to take necessary follow up action for issue of Policy direction ordered at para 9 above accordingly.
11. This order issues with the concurrence of Finance Department vide UON 5517/PW-1/2023, dated 01.02.2023.
