மக்கள் தொகை கணக்கெடுப்பு அலுவலர்கள் நியமனம் செய்து ஆணைகள் வெளியீடு.

மக்கள் தொகை கணக்கெடுப்பு, 2027 – மக்கள் தொகை கணக்கெடுப்புச் சட்டம், 1948-இன் கீழ் மக்கள் தொகை கணக்கெடுப்பு அலுவலர்கள் நியமனம் – அறிவிக்கை வெளியிடப்பட்டது – அரசு ஆணைகள் பிறப்பிக்கப்பட்டன.

2027-ஆம் ஆண்டு நடைபெறவுள்ள இந்திய மக்கள் தொகை கணக்கெடுப்பிற்காக (Census 2027), களப்பணியாளர்களை நியமிக்கும் பணிகளை விரைந்து முடிக்குமாறு இந்தியப் பதிவாளர் ஜெனரல் (RGI) அனைத்து மாநிலங்களுக்கும் உத்தரவிட்டுள்ளார்.

தமிழ்நாடு உட்பட அனைத்து மாநிலங்களிலும் இந்த நியமனங்கள் குறித்த சமீபத்திய தகவல்கள் இதோ:

முக்கிய உத்தரவுகள் மற்றும் காலக்கெடு

நியமனக் காலக்கெடு: மக்கள் தொகை கணக்கெடுப்புப் பணிகளுக்கான அலுவலர்கள் மற்றும் பணியாளர்களை நியமிக்கும் பணியை ஜனவரி 15, 2026-க்குள் முடிக்குமாறு அனைத்து மாநிலங்களுக்கும், யூனியன் பிரதேசங்களுக்கும் அறிவுறுத்தப்பட்டுள்ளது.

யார் நியமிக்கப்படுவார்கள்?: 1990-ஆம் ஆண்டு மக்கள் தொகை கணக்கெடுப்பு விதிகளின்படி, அரசுப் பள்ளி ஆசிரியர்கள், எழுத்தர்கள் அல்லது மாநில அரசு மற்றும் உள்ளாட்சி அமைப்புகளின் ஊழியர்கள் கணக்கெடுப்பாளர்களாக (Enumerators) நியமிக்கப்படுவார்கள்.

பணியாளர் எண்ணிக்கை: நாடு முழுவதும் சுமார் 30 முதல் 34 லட்சம் கணக்கெடுப்பாளர்கள் மற்றும் மேற்பார்வையாளர்கள் (Supervisors) இப்பணியில் ஈடுபடுத்தப்பட உள்ளனர்.



நியமன அமைப்பு (Hierarchy structure)

கணக்கெடுப்புப் பணிகளுக்காகக் கீழ்க்கண்டவாறு அலுவலர்கள் நியமிக்கப்படுவார்கள்: மாவட்ட அளவில்: மாவட்ட ஆட்சியர்கள் (Collectors) அல்லது மாவட்ட நடுவர்கள் (District Magistrates) மாவட்ட கணக்கெடுப்பு அதிகாரிகளாகச் செயல்படுவார்கள்.

களப்பணியாளர்கள்: 700 முதல் 800 மக்கள் தொகை கொண்ட ஒரு பகுதிக்கு ஒரு கணக்கெடுப்பாளர் (Enumerator) வீதம் நியமிக்கப்படுவார்.

மேற்பார்வையாளர்கள்: ஒவ்வொரு 6 கணக்கெடுப்பாளர்களுக்கும் ஒரு மேற்பார்வையாளர் (Supervisor) இருப்பார். மேலும் 10% பணியாளர்கள் அவசரத் தேவைக்காகக் காத்திருப்போர் பட்டியலில் வைக்கப்படுவார்கள்.

முக்கிய அறிவிப்புகள்

மதிப்பூதியம் (Honorarium): கணக்கெடுப்புப் பணிகளை வெற்றிகரமாக முடிக்கும் பணியாளர்களுக்கு மொத்தம் ₹25,000 வரை மதிப்பூதியம் வழங்கப்படும் என்று தெரிவிக்கப்பட்டுள்ளது.

டிஜிட்டல் கணக்கெடுப்பு: இதுவே இந்தியாவின் முதல் முழுமையான டிஜிட்டல் கணக்கெடுப்பு ஆகும். பணியாளர்கள் தங்களின் சொந்த மொபைல் போன்களில் இதற்கென உருவாக்கப்பட்ட செயலியை (Mobile App) பயன்படுத்தித் தரவுகளைச் சேகரிப்பார்கள்.

இரு கட்டங்கள்:

முதல் கட்டம்: ஏப்ரல் - செப்டம்பர் 2026 வரை (வீடுகள் பட்டியல் மற்றும் வீட்டு வசதி கணக்கெடுப்பு).

இரண்டாம் கட்டம்: பிப்ரவரி 2027 (மக்கள் தொகை கணக்கெடுப்பு).

சமீபத்தில், தமிழ்நாடு மற்றும் புதுச்சேரிக்கான மக்கள் தொகை கணக்கெடுப்பு இயக்குநராக எம். சுந்தரேஷ் பாபு (IAS) நியமிக்கப்பட்டுள்ளார் என்பது குறிப்பிடத்தக்கது.

The following Notifications will be published in the Tamil Nadu Government Gazette:-

NOTIFICATION-I

Under sub-section (2) of section 4 of the Census Act, 1948 (Central Act XXXVII of 1948), read with rule 3 of the Census Rules, 1990, the Governor of Tamil Nadu hereby appoints the Officers specified in column (3) of the TABLES 1,2,3 and 4 below, to be Census Officers for the Census, 2027, with their designation as specified in column (4) to take or aid in or supervise the taking of the Census within the local area specified in column (5) thereof: 2. In exercise of the powers conferred by sub-section (4) of section 4 of the Census Act, 1948 (Central Act, XXXVII of 1948), the Governor of Tamil Nadu hereby delegates the power to:-

(i) The Principal Census Officers appointed in para 1 above to appoint other Census Officers in order to assist the census work, if they think fit, within the local areas specified against them in the TABLES 1, 3, and 4 above; and

(ii) The Charge Census Officers appointed in para 1 above to appoint Supervisors and Enumerators, within the local areas specified against them in the TABLE-2 above, as and when directed by the Director of Census Operations, Tamil Nadu.

3. Under sub-section (1) of section 6 of the Census Act, 1948 (Central Act XXXVII of 1948), the Governor of Tamil Nadu hereby delegates the Census Officers appointed in paragraph 1 above, to perform such of the duties for the purposes of the said sub-section (1) of that Section. Under sub-section (3) of section 4 of the Census Act, 1948 (Central Act XXXVII of 1948), the Governor of Tamil Nadu hereby

authorize the officers specified in column (3) to sign a declaration under provision of sub-section (3) of section

4. 4. Under section 7 of the Census Act, 1948 (Central Act XXXVII of 1948), the Governor of Tamil Nadu hereby delegates the Census Officers appointed in paragraph 1 above, who may, by written order, call upon the persons referred to in clauses (a) to (c) of that section within the local area over which he has jurisdiction to give such assistance for taking census of the persons in that local area.

5. As per the provisions of section 11 of Census Act 1948, any Census Officer or any person lawfully required to give assistance towards the taking of Census and who refuses to perform any duty imposed upon him/her by this Act or any Rule made thereunder, or any person who hinders or obstructs another person in performing any such duty, shall be punishable with fine up to Rs.1,000 (Rupees One Thousand only) and in case of a conviction shall also be punishable with imprisonment which may extend to three years.

NOTIFICATION-II

Under rule 4 of the Census Rules, 1990, the Governor of Tamil Nadu hereby designates the Director of Census Operations (DCO) appointed under sub-section (1) of section 4 of the Census Act, 1948 (Central Act XXXVII of 1948), Deputy Registrar General (C&T), the Joint Director of Census Operations, the Deputy Director of Census Operations and the Assistant Director of Census Operations as the Chief Principal Census Officer, Additional Chief Principal Census Officer, Joint Chief Principal Census Officer, Deputy Chief Principal Census Officer and Assistant Chief Principal Census Officer respectively for the State of Tamil Nadu.
