Electoral Rolls Booth Level Officers appointed to assist the Electoral Registration Officers Remuneration payable to the Booth Level Officers for the year 2025-2026 Allocation of funds to 38 districts-Sanctioned Orders Issued

The Election Commission of India, in the letter 1st read above, had introduced the system of Booth Level Officers (BLOS) for ensuring the fidelity of Electoral Rolls. Teachers, Village Administrative Officers, Anganwadi/ICDS workers, Noon Meal workers etc., are being appointed as Booth Level Officers. In addition to the responsibilities assigned to them by their parent offices, they discharge the duties assigned by the respective Electoral Registration Officers and act as BLOs. The main functions of BLO are (i) Receiving claims and objections (ii) House-to-house visit and checking of overlapping, migration, transfer/ shifting through the BLO Register (iii) Identification of shifted/ dead/non-existing electors (iv) Checking inclusion and exclusion errors (v) Reading of rolls in Grama Sabhas-liaison with Residents Welfare Associations in urban areas for registration (vi) EPIC distribution (vii) National Voters Day activities (viii) Distribution of Voters Information Slips before election, etc. 2. During 2025-2026, Continuous Updation was undertaken from January to October, 2025. Subsequently, as per the instructions of the Election Commission of India, Special Intensive Revision of Electoral Rolls, 2026 was taken up and the final rolls were published on 23.02.2026. The BLOS and BLO Supervisors play a vital role in these roll updation processes. As per the directions of the Election Commission of India, 5 staff of four Cantonment Boards situated in Tamil Nadu also have been appointed as BLOS for the respective Cantonment Areas. Thus, in Tamil Nadu, a total number of 75,037 (75,032 General BLOS + 5 Cantonment BLOS) and 7,725 BLO Supervisors have been appointed, during the year 2025-2026.

In the letter 3rd read above, the Election Commission of India has stated that in supersession of Commission's letter no. 23/Inst/2015-ERS, dated: 08.07.2015, the Commission has directed that the following minimum annual remuneration should be granted to BLOS and BLO Supervisors: Booth Level Officer (BLO) - Rs. 12,000/- BLO Supervisor - Rs. 18,000/- Special Incentive to BLO (for SSR/SR and any other special drive) - Rs.2,000/- Hence, as per the extant instruction of the Election Commission of India, Rs. 14000/- is to be paid for each BLOS per annum and Rs. 18000/- is to be paid for each BLO Supervisors per annum.

Accordingly, in the Government Order 5th read above, orders have been issued to enhance the lump sum remuneration for Booth Level Officers from Rs. 6000/- to Rs. 12,000/- per annum and to grant Rs. 2000/- as Special Incentive to BLOS (for SSR/SR and any other special drive) and also to enhance lump sum remuneration for BLO Supervisors from Rs. 12,000/- to Rs. 18,000/- per annum.

5. The expenditure for the remuneration to the BLOs and Special Incentive to BLOS, for the year 2025-2026 will be as follows:

Accordingly, sanction is accorded for a sum of Rs. 99,81,54,000/- (Rupees Ninety nine crore eighty one lakh and fifty four thousand only) towards the remuneration amount and special incentive for the Booth Level Officers for the year 2025-2026. The district-wise allocation of funds is annexed to this order. The remuneration to the BLO Supervisors for the year 2025-2026 will be issued separately.

7. The expenditure shall be debited under the head of account: "2015.00 Elections 103 Preparation and Printing of Photo Electoral Rolls -State's Expenditure - AA. Legislative Assembly Constituencies - 333. Payments for Professional and Special Services 02. Remuneration. (IFHRMS DPC 2015 00 103 AA 33302)" This expenditure is borne by the Government of India and the State Government on 50:50 basis.

The District Election Officers are authorized to draw and disburse the amount sanctioned in para 6 above to the respective Booth Level Officers through the Electoral Registration Officers subject to the following conditions:- i) The Booth Level Officers appointed alone are eligible for payment of the honorarium.

ii) This order is applicable for the year 2025-2026.

iii) The amounts should be paid to the Booth Level Officers through ECS only before 31st March 2026. Failure to draw and disburse the amount before 31.03.2026 will be viewed seriously and action will be initiated against the officers responsible.

iv) In case of Booth Level Officers who have worked for less than the period of 12 months from April 2025 to March 2026, proportionate cut shall be effected and the remuneration eligible for the actual period worked should be drawn and paid.

v) The Electoral Registration Officers shall issue a proper sanction order for making payments to Booth Level Officers and proper receipt shall be maintained for the disbursements made.

9. The District Election Officers are requested to send a consolidated report to the Chief Electoral Officer's Office indicating the total honorarium paid through ECS for each Assembly Constituency comprised in the District.

10. This order does not require the concurrence of Finance Department, since necessary funds have been provided vide G.O.(Ms). No.67, Public (Elections-VI) Department, dated: 19.01.2026.
