Subject: Restoration of Old Pension System
In view of the demand from many State Government employees for restoration of Old Pension System, the State Government had constituted a committee vide Notification No. 138/GEN/DOP dated 10/12/2022 to examine the issues relating to restoration of the Old Pension Scheme for employees who are covered under the Sikkim Government Servants' (Contributory Pension) Rules, 2006.
The Committee examined the issue in detail and after extensive deliberations with all stakeholders submitted its report to the State Government on 11th September, 2023. The Government now intends to bring the State Government employees appointed on or after 01.04.2006 under the provisions of Sikkim Services (Pension) Rules, 1990 as applicable to those appointed on or before 31.03.2006. However, there are several employees who want to continue with the Sikkim Government Servants' (Contributory Pension) Rules, 2006/NPS instead of reverting to Old Pension Rules. Therefore, it would be prudent to allow all employees to choose the best option between OPS and NPS as per their wisdom as a one-time measure. By exercising the option, the employee will decide on whether they still want to continue with the NPS or opt for OPS. Detailed guidelines on modalities for reversion to OPS will be issued separately.
The proposal involves very important policy issues and is required to be placed before the Cabinet for consideration. Hon'ble Chief Minister, in his capacity as Minister-in-charge of the Department of Personnel has directed to place the proposal before the Cabinet.
Therefore, the proposal is accordingly placed before the Cabinet for deliberation and appropriate decision.
