Quick Usage Guide for Election Officials

Introduction:

The PRO Module of the ECINET Mobile Application is an initiative of the Election Commission of India to facilitate digital reporting and real-time monitoring of polling day activities at the Polling Station level.

The module enables Presiding Officers to record and submit key polling events such as Polling

Party Arrival, Mock Poll, Start of Poll, periodic Voter Turnout (Polling Trends), and Close of Poll

through the ECINET platform.

By capturing polling information directly from the field through a mobile application, the system

ensures timely transmission of accurate data, enhances transparency in election processes, and

enables effective monitoring by election authorities at the Constituency, District, and State

levels. The application also supports offline data entry, allowing Presiding Officers to record

information even in areas with limited connectivity, with automatic synchronization once

network access is available.

Role of RO:

• The Returning Officer (RO) is responsible for onboarding the Polling Station details and

Presiding Officer (PRO) details in the ECINet Encore Portal

• PRO details can also be uploaded in bulk using the Excel template available in the portal.

1. Prerequisites:

Before using the ECINET PRO App, ensure the following:

• Smartphone (Android or iPhone)

• Minimum OS requirements

o Android: Version 8.0 or above o iOS: Version 15.6 or above

• Mobile number registered and mapped with the Polling Station

• Active mobile data and SMS pack

• Phone fully charged (carry charger/power bank)

2. Download and Login

1. Download ECINET Mobile App from:

o Google Play Store (Android)

o Apple App Store (iPhone)

2. Open the app.

3. Enter registered mobile number.

4. Login using OTP authentication.

o Presiding Officer Name

o Assembly Constituency

o Polling Station Name & Number

o Elector Count (Male / Female / Third Gender)

3. Activities to be Performed (P-1 & Poll Day)

Presiding Officers must complete the following activities in the app:

1. Polling Party Arrival

• Mark arrival status of the polling party at the polling station.

2. Mock Poll

• Conduct Mock Poll before the start of actual polling.

• Enter mock poll details in the app.

3. Poll Start

• Mark Poll Start once voting begins.

4. Polling Trends (Voter Turnout)

• Enter two-hourly voter turnout data.

• Data entry starts from 09:00 AM.

• Entries can be edited till 09:30 AM for this slot.

• The Presiding Officer can make entry or edit the polling trend data between 09:00 AM

and 09:30 AM. After the slot closes, the data will be automatically published as final at 09:30 AM. It will be applicable for the remaining time slots.

• Each new entry must be greater than the previous turnout.

1 09:00 AM – 09:30 AM Total votes polled from 07:00 AM–09:00 AM. Entry Closes @09:30 AM

2 11:00 AM – 11:30 AM Total votes polled from 07:00 AM–11:00 AM. Entry Closes @11:30 AM

3 01:00 PM – 01:30 PM Total votes polled from 07:00 AM-01:00 PM. Entry Closes @01:30 PM

4 03:00 PM – 03:30 PM Total votes polled from 07:00 AM–03:00 PM. Entry Closes @03:30 PM

5 05:00 PM – 05:30 PM Total votes polled from 07:00 AM–05:00 PM. Entry Closes @05:30 PM

Note: After 5:30 PM, the number of electors holding tokens in the queue can be entered in the app.

4. Close of Poll

• Close of Poll button activates after 5:30 PM.

• Enter:

o Total Male Votes

o Total Female Votes

o Total Votes Recorded in EVM

• Important:

Data must exactly match Form 17C.

5. Correction Window

• Close of Poll entries can be edited between 5:30 PM – 12:00 Midnight on Poll Day

• After 12:00 midnight, data becomes read-only.

6. Offline Mode

The app supports offline operation.

• The app works even if the internet connection is interrupted. Data can still be entered,

and it will automatically sync once the network is available again. The status can be

confirmed through a green tick.

• If required, data may also be transmitted through SMS.

7. Validation Rules

• Total Votes = Male + Female + TG Votes

• Total votes must not exceed EVM recorded votes.

• Close of Poll turnout must be greater than or equal to the highest turnout entered

earlier.

8. Important Reminders • Use of ECINET App is compulsory for Presiding Officers.

• Ensure timely entry of data in each time window.

• Verify all details carefully.

• Carry mobile charger / power bank on Poll Day.
