Sir/Madam,

Sub: Service Associations - Proposed to participate in 'One day Strike' on 11.12.2025 (Thursday) by certain recognised and unrecognized associations Participation of State Government Employees/Teachers Instructions-Issued.



Ref: Government Letter No. 105654/K2/91-1, Personnel and Administrative Reforms Department, dated 18.12.1991.

I am directed to state that information has been received that certain recognised and unrecognized Associations have proposed to participate in 'One day Strike' on 11.12.2025 (Thursday) pressing certain demands.

2. In this regard, I am directed to invite your attention to the earlier instructions issued by the Government in the reference cited and to point out that a 'strike or threat of strike' or participation by Government Servants in strike or demonstration or any other form of agitation, affecting the normal functioning of the Government offices, amounts to violation of rules 20, 22 and 22-A of the Tamil Nadu Government Servants' Conduct Rules, 1973.

3. I am, therefore, directed to instruct you to impress on the Government staff members of your department that they should not indulge in violation of the provisions of the Tamil Nadu Government Servants' Conduct Rules, 1973 lest disciplinary action will be taken against them. If any of the Government Servants have not attended office, consequent of their participation in the proposed 'One day Strike' on 11.12.2025 (Thursday) or any other day organised by recognized and unrecognized Service Associations of the Teachers and Government Employees, their period of absence has to be considered as unauthorized and they are not entitled to the pay and allowances on the basis of the principle 'No Work - No Pay', as per the instructions issued in the Government letter in the reference cited. The part time employees, those on daily wages and on consolidated pay, will be liable to be discharged from service. 4. I am, therefore, directed to instruct that besides ensuring that no Government Servant violates the Tamil Nadu Government Servants' Conduct Rules, 1973, disciplinary action should also be taken promptly for unauthorized absence from duty by the employees. In this connection, it is also informed that application for "Casual Leave' or any other leave other than medical leave shall not be allowed on the day of strike.

5. I am also instruct you to watch the position and report the facts about the violation of the Tamil Nadu Government Servants' Conduct Rules, 1973, in this regard by any of the Government Servants' in your department on 11.12.2025 (Thursday) or any other day.

6. In this connection, all the Heads of Departments are instructed to send a report on the attendance position in respect of the staff working in the offices under their administrative control to the Government in Secretariat Department concerned, in the proforma given below and also through the Google spread sheet link for Heads of the Departments - http://tiny.cc/osmu001 by 10.15 a.m. on 11.12.2025 (Thursday). Further, the Departments of Secretariat are requested to confirm the Heads of Departments under their administrative control before sending the Google spread sheet link. A copy of same shall be sent to the Human Resources Management (J) Department to the e-mail id: parjsar@tn.gov.in by 10.15 a.m. on 11.12.2025 (Thursday) without fail.

7. All the District Collectors are instructed to send attendance particulars in respect of staff working in the Offices under their administrative control to Government through the Office of the Commissioner of Revenue Administration in the proforma given below and also through the Google spread sheet link for all Collectorates http://tiny.cc/rsmu001 by 10.15 a.m. on 11.12.2025 (Thursday). A copy of same shall be sent to the Human Resources Management (J) Department to the e-mail id: parjsar@tn.gov.in by 10.15 a.m. on 11.12.2025 (Thursday) without fail. 8. The Secretariat departments are instructed to send the attendance details of Officers / Staff in their department and consolidated details in respect of Heads of the Departments, separately, in the proforma given below and also through the Google spread sheet link for Secretariat - http://tiny.cc/ismu001 by 11.00 a.m. on 11.12.2025 (Thursday) to the Human Resources Management (J) Department. A copy of same shall be sent to the Human Resources Management (J) Department to the e-mail id: parjsar@tn.gov.in by 11.00 a.m. on 11.12.2025 (Thursday) without fail.
